Tallulah – A local man remains behind bars on a $30,000 bond as of Monday, after allegedly attempting to harm a person with a disability entrusted to his care.
Court documents show that Richard Edward Phillips, 50, who resides at 979 Tallulah Road, allegedly threw a pan at a person with a disability who he served as caretaker for.
Graham County Sheriff’s Deputy David T. Moore – who served as the arresting officer – said in a phone interview with The Graham Star on Tuesday morning that Phillips and the victim had been in a romantic relationship. The incident took place at the victim’s home at 101 Fletcher Hooper Road on Nov. 8, with a warrant for Phillips’ arrest being issued the same day.
The warrant stated that the incident caused mental injury to the victim. However, Moore said he did not recall seeing any physical wounds.
Phillips has been charged with disabled and elder abuse with injury – a felony – as well as the misdemeanor of assault on an individual with a disability.
Phillips is due in court on Monday, Dec. 6.
